All I've got to say is Welcome!! to the wonderful world of wiener dogs :) :rotfl::rotfl: Not many of them are all that keen on cold/wet/windy in any combination! (You'll probably need to invest in a coat for him for winter...also good for wet weather. Believe me, it will save both your sanities!! )

You might want to check out the Whole Dog Journal's best dog foods rather than taking the word of a salesman who makes his living telling you his food is the best.

Or just try a 5 oz hunk of boneless pork/beef/chicken from your favorite grocery store? Cheapest possible cuts will do.
Yup, they all hate rain & falling snow. Snow on ground seems OK.

....ohhhhh.... kibble size! Yes, that has been a big factor with us. Itsy bitsy teeny weenie kibble works best. (keeping in mind large crunchy treats are never ever a problem)
There's a lot going on with a young pup in a new home, as you know very well! Great continued thinking on teeth being a factor, too. Our girl was scared of crunchy noises at first, but we are over that hurdle. We always call our vet with "stubborn vs. serious" questions, and I think they like the "stubborn" calls the best! :)
:appl::appl::appl::appl: Kudos on getting a doxie on wet grass!! You're such a good pup parent!

I think all dachsies are a bit eccentric, that's what makes them so inique and lovable. Hang in there!
