    4 months is not too young nowadays - they can be done as early as 8-10 weeks. There is a provision for when a vet thinks that it is best if a pup waits - if they have another illness to recover from and it would be too much, are not thriving, etc, etc. So the "reasonable person" provision is in there.

    As far as leader dogs being spayed - yes, all service dogs are spayed but sometimes they will put a dog into their leader dog breeding program. Very few dogs. they automatically spay or neuter the vast majority of puppies right off the bat

    ITA - it's a step in the right direction. Hard to enforce unless the dog is picked up by animal control for some other violation, I guess.

    And as for spaying/neutering the owners, well, that can be said for alot of 'human' beings - no matter what state they live in
