Great news because it can be bad news for puppy mills but I agree with Patrice. It has to be monitored some how to make sure the dogs are going to a good home. Rescues have higher standards than the run of the mill sell to anyone pet store pup. Hopefully it will work out to be a good thing. Its a step forward.
