I would contact the police and tell them what is going on. I don't know if there's anything you can do about it if he's not in the area. If he is in the area, you're going to need a paper trail that he's stalking you to get a restraining order.
A PI could find out if he's in the area, but before you spend that money try to do a little research online. There are a lot of places to check. Check the online phone directories obviously, also if you have a voter database linked to driver's licenses you can check that. There are also a lot of online people search things that cost about $25 - $50 that will search utilities and other sources to see if he is in the area.
Call the police in your area, have them come out to your home and make a report. Request that they do area checks on a regular basis. I had a stalker, and it was not pleasant. At least you know who it is, which may be scarier, but it does put you in somewhat of a safer position.
Don't assume that he will just give up. I would consider the gun. Let your good friends know so they can help watch your back.
Keep records and document all contact. Believe me, this is important. Stay safe. I hope they put a stop to this soon.
Excellent advice given, and if he's been stalking you for all this time, don't take it lightly! Do you have pepper spray, mace, something you can keep handy (other than the large dogs)?
